to qualify; and in case of any election of Mayor by the Council the person
receiving a majority of the whole number of members of the Council shall
be declared elected as Mayor of said town for any unexpired term in case
of vacancy caused by death or otherwise, or for any term for which any
person previously elected may have refused to qualify, and the clerk of
the Mayor and Council shall immediately certify the vote so taken to
elect any such successors., or to elect any person for any term so as afore-
said,, under his hand and the corporate seal of the town; and the said
clerk of Union Bridge, upon receipt thereof, shall forthwith notify tho
person so elected, who shall within three days after the service of such
notice qualify by taking the oath hereinafter prescribed for town officers,
and if such person elected shall fail to qualify, as hereinafter provided,
another ejection shall be held by the Council to fill the vacancy; and until
such vacancy is filled the Council shall choose one of their members as
Mayor, who shall discharge the duties of the office pro tempore.

441. The Mayor, by virtue of his office, shall preside at all meetings
of the Council, and in case of a tie, except in the passage of an ordinance,
shall have the deciding vote. He shall see that the ordinances of the
town are faithfully executed, and shall report to the Council annually
the condition of municipal affairs. He shall have the power of vetoing
any ordinance, as hereinafter provided, and for his services shall receive
an annual salary of twenty dollars, and no other fee or compensation
whatever. In the event of the absence or temporary disability of the
Mayor, the chairman of the Council shall fulfil all the duties, and be
invested with all the authority of Mayor until his return.

442. There shall be elected, by ballot, five persons as Common Coun-
cilmen on the first Monday of April, 1900, and upon the same day, in
every alternate year thereafter, polls to open at three P. M. and close
at six P. M. The qualifications of the voters for Councilmen shall be
the same as for Mayor; the said Councilmen shall be twenty-five years
of age, citizens of the United States, residents of Union Bridge for five
years next preceding the election, and shall take the oath of office as
hereinafter prescribed for town officers, and shall each hold the office to
which he has been elected for two years from the third Monday in April
next ensuing his election, or until his successor shall be elected and quali-
fied; they shall receive an annual salary of ten dollars each, and no other
fee or compensation whatever. All members of the Council shall actually
be possessed of and assessed for, on the books of said town, real or per-
sonal property to the amount in value of five hundred dollars at the time
of their' election.
