CARROLL COUNTY. 1825

1929, ch. 451.

322. The Carroll County Agricultural and Fair Association, a body
corporate of the State of Maryland is hereby exempted from assessment,
levy and payment of any taxes upon its grounds, buildings or other
property, situate, lying and being in Carroll County, Maryland, to Carroll
County, in the State of Maryland, so long as the same are used for
agricultural and educational exhibitions and purposes, and the said Asso-
ciation remains a non-dividend-paying corporation.

MANUFACTURERS—EXEMPTION.

323. The County Commissioners of Carroll County, Maryland, are
hereby authorized and empowered to rescind, repeal, and revoke the reso-
lution passed and adopted by the County Commissioners of Carroll
County on the 18th day of January, 1915, exempting from taxation in
Carroll County the tools, machinery, manufacturing implements and en-
gines of corporations, firms and individuals actually engaged in manufac-
turing ; and that the said the County Commissioners of Carroll County be
and they are hereby authorized and empowered to rescind, repeal and
revoke any resolution that may hereafter be passed and adopted by the
said the County Commissioners of Carroll County under the authority of
the provisions of Chapter 528, Section 164 of the Acts of the General
Assembly of Maryland, passed at its January session in the year 1914,
and codified as Section 169 of Article 81 of the Annotated Code of Marv-
land (1924 Edition).

Provided, however, that all such tools, manufacturing implements,
engines and machinery, which may have been acquired since the Resolution
of the County Commissioners of Carroll County of date of the 18th of
January, 1915, and down to the date of the repeal of said Resolution
as authorized by the provisions of this Act, provided a Resolution of
repeal should be had, shall continue hereafter to be exempt from assess-
ment and taxation in Carroll County from the date of the passage of said
resolution of repeal for a period of five (5) years thereafter.

324. The County Commissioners of Carroll County shall have general
charge of and control over all the public highways, roads, bridges, streets
and alleys of Carroll county except within the limits of incorporated
towns; it shall be their duty to keep the same in repair and reasonably
safe for public travel, and to that end they shall exercise a general super-
vision over them throughout the county, and direct general and special
repairs and improvements thereto, whenever they shall deem the same
necessary or advisable for the public convenience or safety; they shall
have all the powers with respect to the public highways of the county
