178 ARTICLE 1.

ment, and to prescribe, limit or change the compensation of any such officer
or employee; in case of sickness, absence or inability of any officer to per-
form his duties, to provide for the performance of such duties by a tem-
porary substitute for such officer, unless otherwise prescribed herein, and
the acts performed by such substitute shall be deemed as valid as though
performed by the said official himself; to make and prescribe all laws and
ordinances, not inconsistent with the Constitution and Laws of this State,
in regard to every office, matter and subject within the local government
instituted by this Act and necessary for the welfare of the town; to con-
demn and acquire by condemnation or eminent domain any land or other
property which may be necessary for opening, widening, straightening,
grading or otherwise improving any street, lane, sidewalk or sewer within
the corporate limits of said town, in the same manner and by the same
methods as are now or may be prescribed by the General Laws of this.
State for condemnation of property or the exercise of the right of eminent
domain by corporations; to make all regulations which may be deemed
expedient for the promotion of health or suppression of disease; to re-
strain and prohibit gaming or gambling and all immodest or immoral
exhibits, bawdy houses and houses of ill-fame; to regulate the use of streets
and alleys by vehicles, and to regulate the speed of horses, automobiles,
cars, street cars, locomotives, or other methods of travel through and within
the corporate limits of the town; to regulate the use of sidewalks and to-
require the owner or occupant of the premises to keep the sidewalks in
front of the same clean and free from snow and ice and other obstructions;
to regulate and prevent the throwing or depositing of sweepings, dust,,
ashes, dirt, garbage, paper or any other material into any street, sidewalk,
alley, or other public place; to regulate, license, tax, restrain or prohibit
theatrical or all other exhibits, shows, or entertainments for which money
is demanded or received or to which an admission is charged; to license,
tax, regulate or prohibit the keeping or harboring of dogs; to license, tax
and regulate all inns, taverns, livery or sale stables, hotels, restaurants
or other places used or kept for public entertainment.

475. The town Council shall not borrow money nor incur debts nor
issue bills or other securities of a commercial character in excess, in any
year, of the receipts of the annual levy, except that the said Mayor and
Council of Midland shall have power to borrow a sum not exceeding two
thousand dollars for the purpose of building a lockup, a building suitable-
for a Council chamber and a house for fire apparatus, payable within any
time within seven years; and for the redemption of the principal thereof
and the payment of the interest thereon they are authorized to levy upon
the assessable property within the corporate limits, annually, a sufficient
pro rata sum, to be set apart as a sinking fund for the redemption of the
fund so allowed to be borrowed aforesaid, when the same shall become
