of Article 1 of the Constitution of Maryland. Annually, on the first Mon-
day in April, he shall report in writing to the Council the receipts and
disbursements of the town and the sums due to and owing by said town,.
if any be due, and make such recommendations as he thinks proper, which
report, shall be printed in some newspaper printed in Allegany County,
for the information of the voters of the corporation.
COUNCIL.

469. The Council shall be composed of six members, who shall be
elected as hereinbefore provided, and shall hold their office from, the first
Monday in June of each year, next after their election, for two years, or
until their successors are duly elected and qualified; before entering upon
their duties the councilmen shall make oath before the Mayor that they
will diligently perform the duties required of them by law, as members
of the Council without partiality or prejudice. Any person having the
qualifications prescribed in the paragraph of this Act bearing the sub-
title "Elections," and who shall be assessed upon the books of the corpo-
ration with not less than two hundred dollars' worth of property, real or
personal, shall be eligible as a member of the Council. The Council shall
meet on the first Monday in each month and at such other time as it
may be necessary for public business. Members of the (Council shall re-
ceive five dollars each, annually, for attending the sessions of the Council
or attending to the other public business required of them..
ELECTIONS, JUDGES, ROLLS.

470. The Council shall appoint three judges of election and two clerks,
for the purpose of holding each general or special election which may tie
held under the provisions of this Act or the ordinances passed in pursuance
thereof; the said judges and clerks of election shall conduct the election
in all respects as such elections are usually held, first taking oath as re-
quired by law before the Mayor to faithfully perform their several duties
respectively and making return under their hands and seals ta the clerk
of said "corporation of the persons elected. The polls shall be opened at
one o'clock in the afternoon and close at seven o'clock in the evening, and
the judges and clerks shall receive such compensation as, shall be pro-
vided by the Mayor and City Council. If any vacancies shall occur in
the Council from any cause, the Council shall, without delay, elect some
person possessing the necessary qualifications to fill such vacancy until
the next election for councilmen.
