CAROLINE COUNTY. 1703

exceed fifty dollars, and shall be collected as small debts are now collected,
and shall be recovered in the name of the County Commissioners of Caro-
line County before any justice of the peace aforesaid, and on failure or
refusal to pay any fine imposed under this law or inability to collect the
same by legal process the person, persons, corporation or body politic so
fined may be committed to the county jail of the county for a period not
exceeding thirty days, in the same manner as commitments are made for
fines imposed by the Circuit Court of this State on convictions for misde-
meanor, and the justice of the peace shall make this a part of his judg-
ment, and the said fines shall be applied to the keeping of said highways
and roads in repair.

542. In all cases when new roads are laid down in Caroline County,
or dividing in any part of said county from adjoining counties, there shall
be no gates allowed on said new roads, nor shall any gates be allowed
on any of the public roads of the county.

543. John A. Williams, of Caroline County, is hereby authorized and
empowered to open a new road for public trade, thirty feet wide, as fol-
lows : Beginning in the centre of the road dividing said counties, and lead-
ing from Federalsburg to Reliance, near the corner of the plum orchard in
said John A. Williams' field, and running through said John A. Williams'
field south five and a half degrees, east one hundred and twenty-two perches,
where it joins the present county road dividing said counties, near
Nathaniel Davis' bridge; and immediately after the said John A. Wil-
liams shall have opened and constructed and dedicated to the public the
said new road, and not before, the said John A. Williams shall have the
right, and is hereby authorized and empowered, to close up the old road
and enclose its bed in his respective bounds and inclosure; and from and
after the opening of said new road and closing of the present road, the said
new road shall constitute the bounding lines between the said counties of
Caroline and Dorchester in place of the present road.

544. The County Commissioners of Caroline County may, in their
discretion, establish rules and regulations creating rewards and premiums
to be paid or given to those citizens of said county who will use wide tires
upon the vehicles driven upon the road of said county, or equip their vehi-
cles with wide tires; and said Commissioners shall have the power to estab-
lish by said rules and regulations the width of the tires which will entitle
the owners of the vehicles to receive the premiums and rewards which may
be established by the County Commissioners under the authority of this
Act.
