1702 ARTICLE 6.

1910, ch. 198, sec. 213D' (p 674).

538. At all times while the teams and road equipments are engaged
in the regular road work they shall be under the exclusive control and
management of the County Road Engineer, but at all other times when
the team is not working they shall be under the control and management
of the County Commissioners; and it shall be the duty of the County
Road Engineer to submit to the County Commissioners for their infor-
mation the prices of all bridges and road material recommended by him
to be purchased for use in the repair or rebuilding of the roads and
bridges, as hereinbefore provided to be repaired or rebuilt, before same
shall be purchased by the County Commissioners, and also the quantity,
price and quality of food required for the teams. It is expressly under-
stood that all materials, supplies, feed, equipment, etc., for use on the
county roads and bridges are to be purchased by the County Commis-
sioners of Caroline County, and same shall be inspected and passed upon,
and al] bills O. K'd by the Road Engineer before being paid.

539. The said County Road Engineer, whenever requested by the
County Commissioners to do so, shall take charge of and supervise all
contract work on the county roads and bridges entered into by the said
Commissioners with the State Roads Commission, or under the provisions
of the Shoemaker Act when not actually engaged in the general road work
of said county.*

540. It shall not be lawful for any person, persons, corporation or
body politic to place any obstruction upon any of the public highways,
roads and bridges of Caroline County, or to interfere with or obstruct the
ditches or drains thereof, or encroach upon said highways and roads with
fences, buildings or anything else which would tend to interfere with the
travel thereon; nor shall it be lawful for any person, persons, corporations
or body politic engaged in the business of agriculture, to plough, culti-
vate or make turnrows in any of said highways and roads, or in any of
the drains or ditches of Caroline County, nor shall it be lawful for any
person, persons, corporation or body politic to suffer or permit his or its.
traction engine to stop for any purpose whatsoever on any bridge in
Caroline County.

541. Any person, persons, corporation or body politic violating any

of the provisions of Section 540 of this. Article shall be guilty of a misde-

meanor, and upon conviction thereof by any justice of the peace exercising

criminal jurisdiction in Caroline County, shall be fined, said fine not to
