the Baltimore and Eastern Shore Railroad, to a point where a line at
nearly a right angle with the first line will strike, the line between the
lands of L. P. Williams and Isaac L. Noble, then with said line to and
across the public road leading from Preston to Choptank, so as to include
the residence and outbuilding of Thomas H. Fluharty, and continue in a
straight line to what is known as the Back Landing Road, then northeast
with said road to the public road leading from Preston to Linchester,
crossing the said road at or near the Friends' Meeting House, and con-
tinuing in a straight line on the lands of George F. Whitely, to a point
where a nearly right angle line, after crossing the lands of the heirs of
Dr. H. F. Willis, will strike the division line between the lands of J. H.
Douglass and E. T. Moore, and continuing with said division line, and
in a straight line, to and across the public road known as the Church
Road, across the land of Joseph Douglass to the lane leading from his
farm house, then in a southwesterly direction, in a straight line to the
place of beginning.

428. The government of said town shall be vested in and enforced by
three Commisisoners who shall be elected by the inhabitants of said town
qualified to vote for Delegates to the General Assembly; the said Com-
missioners shall be at least twenty-five years of age and payers of taxes
on the assessed value of at least five hundred dollars' worth of property,
subject to municipal taxation, and shall have resided at least two years
within said town. At the election for Commissioners to be held in April,
1914, the Commissioners receiving the highest number of votes shall hold
office for a period of three years, the one receiving the next highest num-
ber of votes shall hold office for a period of two years and the one receiv-
ing the next highest number of votes shall hold office for a period of one
year, and if at said election there should be a tie between two or more
candidates with the highest number of votes, the one to hold office for
three years shall be publicly determined by lot, after due notice to the
parties interested, by the Judges of Election; and if at said election there
should be a tie between two or more candidates with the next highest
number of votes the one to hold office for two years shall be publicly
determined by lot after due notice as aforesaid; and if at said election
there should be a tie between two or more candidates with the next highest
number of votes, the one to hold office for one year shall be publicly deter-
mined by lot after due notice as aforesaid. At the election to be held
in April, 1915, there shall be one Commissioner elected for a period of
three years and one Commissioner for a like period each year thereafter.
Said election shall be held annually on the fourth Monday of April at
such place in said town as shall be designated by the Commissioners be-
tween the hours of two and five o'clock P. M. The Commissioners shall
give at least two weeks' notice of the election in one or more newspapers
published in Caroline County, and by such other means as they may
elect; and they shall appoint three Judges of Election, the judges shall
