shall be subject to a fine of twenty dollars, to be recovered before a justice
of the peace of Caroline County as small debts are recovered, one-half
to the informer or person who may sue for the same, the other half to the
use of the county.

OFFICERS' FEES.

423. All accounts for officers' fees shall be made out in a fair and clear
manner, and in words at length; and whenever any person interested in
them, or to whom the same are charged, shall require a copy of such
account, said officers shall in as short a time as may be convenient give
him an account of said charges in words at length; and no account for
officers' fee&, by any of the several officers herein named, rendered for
services to or in behalf of any county of this State, shall be allowed by
the County Commissioners, thereof until said account has been submitted
to and approved by the judges of the court of said county or a majority
thereof.

424. The preceding section shall only apply to the counties of Caro-
line, Kent, Talbot, Prince George's, Queen Anne's, Charles, Harford and
Dorchester.

425. The County Commissioners may annually levy a sum of money
not exceeding four hundred dollars, to be apportioned by them among such
poor persons applying therefor as they shall deem fit objects for out-pen-
sions.

426. The inhabitants of Preston are hereby declared to be a body
corporate, by the name of "Commissioners of Preston," and by that name
shall have perpetual succession, may sue and be sued, have and use a
common seal, which may be altered at pleasure, and have and possess all
powers incident to municipal corporations, as well as those hereinafter
particularly enumerated.

427. The limits of said town shall be as follows: Beginning for the
first line at a point in the public road leading from Preston to Bethlehem,
near the division line between the land of Mrs. Mary A. Cox and L. P.
Williams, and running in a straight line, so as to include the canning
