received by him from any other person or persons, or from any other source,
for the use of said corporation, and shall well and truly pay over to his
successors in office, or to the order of said Commissioners, signed by the
president, all said moneys, and shall perform all other duties of his office
according to law and the ordinances of said Commissioners; he shall keep
fill and correct accounts of all moneys received by him, with the sources
from which the same were received, and the dates of such receipts and
of the disbursements made by him as aforesaid, with the dates thereof, and
the persons to whom and on what account the same were made, and for
what purpose.

1906, ch. 284, sec. 15.

287. The Commissioners shall, on or before the 15th day of May in
the year 1906, and on or before the same date of every succeeding year
thereafter, appoint not less than two nor more than three persons as
assessors for said town, and before they shall proceed to act as such asses-
sors they shall take an oath before a justice of the peace or a notary public
for Caroline County that they will assess and value the assessable prop-
erty of every sort within said town at its full cash value without favor,
partiality or prejudice, to the best of his skill and judgment; that they
shall enter and record in a book to be provided for that purpose an accurate
and fair account of all property of every sort within said town liable to
assessment for State taxes under the laws of this State and the valuation
thereof, together with a list of the owners thereof, which shall be returned
by them, or a majority of them, to the said Commissioners on or before the
thirtieth day of June next succeeding their appointments, and which any
person interested therein may inspect without charge; and if any one
shall feel aggrieved by the valuation and assessment of his property by
said assessors, or a majority of them, he may appeal from such valuation
to the said Commissioners at any time within two weeks from the return
of said assessment, and upon good cause being shown the said Commis-
sioners, in their discretion, may make any alteration in said assessment
which they may deem proper and right, or take from or add to the same;
and for the purpose of hearing and determining the appeal provided for
in this section the said Commissioners shall give five days' notice of the
time and place of hearing such appeals by advertisement to be posted in
three or more conspicuous places in said town or printed in some news-
paper published therein.

288. All property, real and personal of every kind and description
whatsoever, within the limits of the town of Greensboro, or owned by the
inhabitants thereof and not permanently located beyond the limits thereof,
shall be valued at its cash value and chargeable according to such valuation
with the public assessment, for the use and purposes of said corporation.
