public squares and playgrounds for the recreation, interest and amuse-
ment of its citizens, and may convey and dispose of the same or any part
thereof, and to receive property by gift, devise or deed in trust for any
municipal object.

221. There shall be a department of public parks and playgrounds of
Federalsburg, and said department shall consist of a Board of Park Com-
missioners composed of three members, who shall serve without pay, and
the Mayor, with the consent and advice of the Council, shall on the first
Monday of May, 1929, and every two years thereafter, appoint the mem-
bers of said Board, who shall hold their office for a period of two years
or until their successors are duly qualified, and the said Board of Park
Commissioners shall have charge and control of all the public parks,
squares and playgrounds owned by the said corporation, and said Board
of Park Commissioners shall perform such other duties as may be pre-
scribed by the Mayor and Council.

222. The Mayor and Council shall annually levy a special tax of not
less than three cents (3c) on each one hundred dollars ($100.00) worth
of assessable property which shall be a lien on all of said property, real,
personal and mixed, within said town until paid, and said tax shall be
collected in the same manner and method as other town taxes are col-
lected under this Charter, and the moneys arising from said special tax
shall be deposited in a special fund to be known as the "Park and Play-
ground Fund," and which shall be expended on the order of the Board
of Park Commissioners for the purpose of the development of a system
of public parks, squares and playgrounds, and for the perpetual care and
maintenance thereof.

223. This Act shall not affect or impair any right vested or acquired
and existing at the time of the passage of this Act; nor shall this Act
impair, discharge or release any contract, obligation, duty, liability or
penalty whatever now existing. All suits and actions, both civil and
criminal, pending, or which may hereafter be instituted for causes of
action now existing or offenses already committed against any law or ordi-
nance repealed by this Act, shall be instituted, proceeded with and prose-
cuted to final determination and judgment as if this Act had not been
passed. No tax levied or any proceeding taken for the collection of any
such tax or the enforcement of the payment of the same before the pas-
sage of this Act shall in any manner be affected by the passage of this Act,
and the mode of procedure in any such matter shall be the same as if this
Act had not been passed.

224. All laws now in force relating or applicable to the Commission-
ors of Federalsburg and not included in this Act and not inconsistent
