1582 ARTICLE 6.

for Councilmen there shall be printed a sufficient number of black lines
extending to a square on which the voter may insert in writing the name
or names of a candidate or candidates for Councilman, if he so desires,
which name or names may not already be printed on the ballot, and the
Mayor shall appoint three days prior to the holding of such election three
qualified voters, of the town of Federalsburg to act as Judges, and every
person so appointed, before he opens an election, shall appear before a
Justice of the Peace for Caroline County and take an oath "that he will
faithfully and impartially permit every person to vote at such election
who shall be duly qualified, and that he will not suffer any person to
vote at such election who shall not be legally qualified to vote," and in
case of failure of any of said person or persons so appointed to appear
and qualify the Mayor shall issue a certificate to one or more persons to
act as such Judge or Judges, who shall qualify as above, and they shall
immediately after the election return to the Clerk of Federalsburg under
their hands the numbers of votes cast and for whom cast, who shall file
the same at once and issue certificates of election to the person or persons
receiving the largest number of votes for the respective offices, provided,
that for the first election held under this amended Charter the present
Commissioners of Federalsburg shall conduct the same in accordance with
the provisions of this Act.

1929, ch. 21, sec. 5.

182. In the event that there shall be a failure to make any nomina-
tion for any one or more of the offices to be elected hereunder, then it
shall be lawful to nominate by filing a written statement of candidacy
and nominating petition as aforesaid, a candidate or candidates, as the
case may be, for such office or offices at any time prior to the holding of
said election.

183. If at any election for Mayor or Councilmen there shall be a tie
vote between any candidate or candidates for the same office, a special
election shall be called by the Mayor and Council and shall be conducted
in the same manner as is provided for in Section 181 of this Article.

1929, ch. 21, sec. 7.

184. If any vacancy shall occur in the office of Mayor or Council by
death, removal, resignation, failure to qualify or otherwise, the remain-
ing Councilmen at their next regular meeting shall elect a suitable person
as Mayor or Councilman as the case may be to serve until the next elec-
tion, who shall subscribe to the oath which shall be certified to and recorded
as is provided in Section 185.

185. Any person elected as Mayor or Councilman shall, before he
enters upon the discharge of his office make oath before a Justice of the
