1922, ch. 73, sec. 4.
432. The said the Mayor and each Commissioner, the clerk and the
bailiff shall qualify by taking and subscribing the following oath, to be
administered by some justice of the peace in Allegany County, Maryland,
to wit: "I, ......................... do swear that I will execute the
office of (Mayor, Commissioner, Clerk or Bailiff of the town of Luke, as
the case may be), to the best of my ability, without favor, partiality or
prejudice," which oath shall be filed among the records of the town. The
Mayor of said town shall preside at all of the meetings of the Mayor and
Commissioners of Luke, and shall be entitled to a vote upon any motion
or question before them for decision. He shall execute all ordinances
passed by them and he shall be ex-officio chairman of all committees ap-
pointed by them. The Mayor and Commissioners shall meet whenever
called by the Mayor and as often as occasion may require for the wel-
fare and good government of the said town, but at least once each month.
The said The Mayor and Commissioners shall define the duties of the
clerk and allow him such compensation for his services as they may think
proper and all ordinances passed by them shall be entered by the clerk in
a book to be kept for that purpose and shall be open at all times for the
inspection of any person interested; and copies of all ordinances passed
by the said The Mayor and Commissioners shall be posted in at least three
public places in said town within thirty days after their passage. The
Mayor and Commissioners shall likewise have full power to define the
duties of the bailiff and allow him such compensation as they may think
proper. They shall also have power to at any time appoint such other
police officers as they may deem necessary and shall likewise have full
power and authority to appoint an attorney for the said town and allow
him such compensation for his services as they may deem necessary. The
said bailiff and other policemen who may be appointed shall serve war-
rants and make arrests for violation of the ordinances of said town and
it shall be their duty to preserve the peace and good order of the said town
at all times, and for these purposes the said bailiff and policemen are
hereby vested with the same power and authority as constables of the said
Allegany County now have under the laws of this State. The said clerk
shall give bond to the Mayor and Commissioners of Luke in the sum of
five thousand dollars for the faithful performance of his duty and the
proper accounting for all of the funds which might come into his hands.

433. The said Mayor and Commissioners may pass such ordinances,
not contrary to law, as they may deem beneficial and necessary for the
good government of the town; they shall have power to remove nuisances
or obstructions from the streets, lanes and alleys, drains or water courses
within the said town or from or upon any lot or lots adjacent thereto, and
to provide for imposing a fine upon any person or persons causing or
creating any such nuisances or obstructions and to enforce such rules, pen-
alties and regulations as they may think necessary to preserve the public
