27. The male citizens of Bridgetown of the age of twenty-one years.
and upwards shall, on the second Monday of April in each year, at such
place in said town as shall be designated by the corporation, elect five
persons who have resided in said town three months next preceding the
election, Commissioners of Bridgetown.

28. All elections shall be held and conducted as shall from time to
time be directed by the by-laws of the corporation, not inconsistent with
this subtitle of this Article.

29. If, during the year for which they may be elected, any of the
Commissioners shall die, resign, or remove from the town, or be other-
wise disqualified, an, election to fill the vacancy shall be held, at which
all persons qualified to vote for Commissioners shall be entitled to vote.

30. The Commissioners so elected shall, at their first meeting after
their election, choose some one of their number president of the board,
who shall preside at the meetings of the Commissioners, preserve order,
and give such directions as the Commissioners may deem necessary to
enforce the provisions of this subtitle of this Article.

31. The Commissioners may meet from time to time as often as occa-
sion may require, and not less than once in every three months.

34. The Commissioners of Bridgetown may make such ordinances and
by-laws not contrary to law as they may deem expedient for the health,
of the town and its inhabitants, the prevention or removal of nuisances,
and suppression of vice and immorality therein.

35. They may lay an equal tax on all the property within said town
