diligently and faithfully without prejudice, partiality or favor perform
the duties of their respective offices, and shall file a certificate thereof
signed by the jiistice of the peace before whom said oath was taken among
the records of the corporation.

289. The clerk, bailiff and any officer of said corporation who shall
hold or have charge of the moneys thereof shall give bond to the Commis-
sioners in such penalties, and with such sureties as said Commissioners
may require conditioned for the faithful performance of their respective
offices.

290. The commissioners shall receive all returns of election and deter-
mine all questions arising thereon but any person feeling himself ag-
grieved by such decisions may appeal 'therefrom to the Circuit Court for
Calvert County which court shall hear and determine such appeal and
decide who shall pay the cost thereof.

291. The commissioners may pass such ordinances, not inconsistent
with law as they may deem beneficial to the town; may open and close
streets, lanes and alleys, straighten, grade and pave the same, remove
nuisances and obstructions therefrom, restrain all disorders and disturb-
ances, prevent all congregations of disorderly persons in public places,
apprehend and fine all tramps and vagabonds, impose fines, penalties and
forfeitures for the violation of their ordinances, and commit all offenders-
to the county jail until the same be paid with costs; they may pass such
ordinances as they may deem necessary for the preservation of the health
of the town and remove all nuisances from, or prohibit all business within
the corporate limits thereof as shall, in their opinion, injuriously affect
the sanitary condition thereof; and as often as they may deem advisable-
may cau.se an assessment to be made of all real and personal property
within said town, by the bailiff of said town, which assessment shall not ex-
ceed the assessments for State and county purposes, and they may levy
a tax thereon not exceeding ten cents on the hundred dollars of assessable
property, and provided that any person who feels aggrieved by such assess-
ment may appeal therefrom to said Commissioners at their first meeting
after such assessment, who shall hear and determine said appeal and shall
increase or abate such assessment as they may deem just, and whenever
the said levy is so made the said Commissioners shall make an alphabetical
list of the persons who owe such taxes with the respective amounts so due,
and place them in the hands of the bailiff to collect.

292. The bailiff shall after receipt of said tax list within ten days
render to each person named therein a tax bill showing the amount due
