Schools"; wherever the words "Board of County School Commissioners"
occur, they shall be construed to mean "County Board of Education"; and
wherever the words "Board of District School Trustees" occur, they shall
be construed to mean "District Board of School Trustees"; and wherever
the words "physically handicapped child" occur, they shall be construed
to mean a child, who, by reason of a physical defect or infirmity, whether
congenital or acquired by accident, injury, or disease, is or may be ex-
pected to be totally or partially incapacitated for education or for remun-
erative occupation.

241. One scholar shall be taken from each of the counties and each of
the six legislative districts of Baltimore City, and shall be selected by the
examiner and boards of county school commissioners of the respective coun-
ties, and the board of commissioners of public schools in Baltimore City,
for the six legislative districts of said city respectively, without recourse
to a competitive examination, so that the most worthy and charitable may
be selected; each pupil as selected to remain for the space of four years,
if not dismissed by the trustees.

Vocational Rehabilitation.

265. In order to provide for the vocational rehabilitation of physically
disabled persons, there is hereby established, under the direction and con-
trol of the State Board of Education, a division for the vocational rehabili-
tation and placement in remunerative employment of persons whose capac-
ity to earn a living is or has been destroyed or impaired.

266. For the purpose of this sub-title the term "physically disabled
persons" means any person who, by reason of a physical defect or infirmity,
whether congenital or acquired by accident, injury, or disease is, or may be
expected to be, totally or partially incapacitated for remunerative occupa-
tion; the term "vocational rehabilitation" means the rendering of a dis-
abled person fit to engage in a remunerative occupation.

To be eligible for rehabilitation a person must be vocationally handi-
capped, and must be susceptible of rehabilitation.

267. The State Board of Education is hereby authorized and directed
