convicted before any Justice of the Peace, Committing Magistrate or
Police Justice of violating any provision of this sub-title, he shall there-
after be subject to and required to comply with all the provisions of this
sub-title relating to the registration of motor vehicles and the licensing of
operators thereof; and the Governor of this State is hereby authorized and
empowered to confer and advise with the proper officers and legislative
bodies of other States of the Union, and enter into reciprocal agreements
under which the registration of motor vehicles owned by the residents of
this State will be recognized by such other States, and he is further author-
ized and empowered from time to time to grant to residents of other
States the privilege of using the roads of this State as in this section pro-
vided in return for similar privileges granted residents of this State by
such other States.

The aforegoing exemption of non-residents shall not apply to operators
of motor vehicles or motor cycles who are residents of States which do not
require the display of identification markers on the same, nor shall it
apply to non-residents of this State who have temporary residences in this
State for periods in excess of three months in any year, or to non-residents,
engaged in the business of transporting persons or property for hire,
wholly or partly upon or over the public highways of this State, over fixed
routes, or between fixed termini.

Any non-resident operating a motor vehicle in this State contrary to
the provisions of this section, shall be deemed guilty of displaying a fic-
titious marker, or operating without a license and subject to the penalties
prescribed elsewhere in this sub-title for such offenses in the case of resi-
dents.

Any reciprocal agreement which may exist, or be entered into hereafter
between the State of Maryland and the District of Columbia, in accord-
ance with the provisions of Section 224 of this Article, shall be subject in
every respect to the provisions of this section.

190A. The acceptance by a non-resident individual, firm or corporation
of the rights and privileges of using the roads and highways of Maryland,
which rights and privileges are conferred by Section 190 or any other law,
as evidenced by his, their or its operation of a motor vehicle on any of the
public highways within the limits of this State, shall be deemed equivalent
to an appointment by such non-resident individual, firm or corporation of
the Secretary of State, or his successor in office, to be his, their or its true
and lawful attorney upon whom may be served all lawful processes in any
action or proceeding instituted, filed or pending against him, them or it,
growing out of any accident or collision in which said non-resident may be
involved, while operating or causing to be operated, a motor vehicle on such
public highway and said acceptance of the rights and privileges of using
said highways or the operation of said motor vehicle by said non-resident
individual, firm or corporation within this State, shall be a signification
of his, their or its agreement that any such process against him, them or it
which is so served shall be of the same legal force and validity as if served
