189A. The Commissioner of Motor Vehicles may require the inspection
of any motor vehicle or trailer to determine whether or not it is unsafe
or improperly equipped or otherwise unfit to be operated. Such inspec-
tion shall be made at such times and in such manner as the Commissioner
of Motor Vehicles may specify. The Commissioner of Motor Vehicles
may authorize properly qualified persons to make inspections, without
expense to the State, or to the owner of the motor vehicle at stations
designated by him, and he may at any time revoke such authorization or
designation. There shall be at least one inspection station in each legis-
lative district in the City of Baltimore and at least one in each of the
election districts of the several counties. The Commissioner of Motor
Vehicles may refuse to register any motor vehicle or trailer which has not
been inspected as required, or which is, in his opinion, unsafe or improp-
erly equipped or otherwise unfit to be operated, and for like reasons he may
revoke any registration already made; provided, however, that the pro-
visions of Section 189 of this Article, with reference to notice, hearing
and appeal shall be applicable in all cases where registration is refused or
revoked under the terms of this section.

190. Any person or operator not a resident of this State, who shall
have complied with the laws of the State in which he resides, requiring
the registration of motor vehicles and licensing of operators thereof, and
the display of identification or registration numbers on such vehicles, and
who shall cause the identification number of such State, in accordance
with the laws thereof and none other, together with the initial letter or
letters of said State to be displayed on his motor vehicle as in this sub-title
provided, while used or operated upon the public highways of this State,
may use the highways of this State without obtaining a registration cer-
tificate or operator's license from the Commissioner of Motor Vehicles as
hereinbefore prescribed; provided the State of which he is a resident and
the registration certificate of which he displays shall extend the same
privilege to residents of this State; and provided further, that motor
vehicles, registered under the laws of this State, or registered and identi-
fied as required by the provisions of this section, may be operated by a
non-resident of the State if such non-resident is properly licensed to oper-
ate motor vehicles under the laws of the State in which an examination
as to qualification to operate motor vehicles is required, and in which
State residents of Maryland are given the same privilege; and provided,
further, that the privilege to operate motor vehicles in Maryland granted
non-residents under the provisions of this section may be refused, sus-
pended or revoked by the Commissioner of Motor Vehicles for any cause
for which he is authorized to refuse, suspend or revoke the license of any
resident of Maryland; and provided further that if any non-resident be
