172 ARTICLE 30.

Maryland Workshop for the Blind as hereinafter provided. It shall be the
duty of the Maryland Workshop for the Blind to furnish each County
Treasurer, and the Comptroller of the City of Baltimore having adult blind
committed to the Maryland Workshop for the Blind, a quarterly statement
giving the numbers of such adult blind, and the name of each from and
charged to such county or City of Baltimore, as the case may be, and the
cost of maintenance and education due from said county and City of Balti-
more for such adult blind.

The Maryland Workshop for the Blind shall certify to the State Comp-
troller within ten days after the first day of January, April, July and
October of each year, the amount not previously certified to him that is due
the Maryland Workshop for the Blind, from the several counties and the
City of Baltimore having adult blind chargeable thereto; and the said
Comptroller shall pass the same to the credit of the Maryland Workshop
for the Blind. The State Comptroller shall thereupon notify the County
Treasurer of each county and the Comptroller of the City of Baltimore,
respectively, as owing to the amount thereof, and charge same to the county
or City of Baltimore, as the case may be; and the Board of County Com-
missioners of each county, and the Mayor and City Council of Baltimore
are hereby authorized and required to levy annually upon the assessable
property of each of said counties and city respectively an amount equal to
$250. 00 for each adult blind committed to the care of the Maryland Work-
shop for the Blind from said counties and said city as the case may be.

The total amount of annual tax levied by the said counties and said city
shall not be less than a sum sufficient to provide for the number of adult
blind committed from said counties or said city based on previous years
certification by the Maryland Workshop for the Blind to the said counties
and to the said city; and the Board of County Commissioners and the
Mayor and City Council of Baltimore, shall pay into the State Treasury
at the end of each quarter an amount equal to sixty-two dollars and fifty
cents ($62. 50) for each adult blind committed to the care and education
of the Maryland Workshop for the Blind multiplied by the number of adult
blind certified to the Comptroller of the State by the Maryland Workshop
for the Blind as of the first day of January, April, July and October, re-
spectively, each year. Any balance from said levy at the end of the year
shall revert to the treasury of said counties or said city, and any deficiency,
if any, shall be included in the next succeeding levy forthwith paid in the
State Treasury. Should any county or the City of Baltimore fail to levy
a tax in said county or city for said amount when due said State, and fail at
the time of levying other county or city taxes, thereafter, to levy the tax
aforesaid to an amount sufficient to pay the indebtedness subsequently in-
curred, it shall be the duty of the Attorney General to bring in the name of
the State, an action against any of said counties in the Circuit Court of said
counties, or against the City of Baltimore in the Superior Court of Balti-
more City so failing aforesaid to enforce the levying of said tax for the re-
covery of the amount due the State as aforesaid. Upon the failure of any
county or the City of Baltimore to levy such a tax as aforesaid to an amount
sufficient to pay the amount then due the State, it shall be the duty of the
