2848 ARTICLE 91.

consent of the state board of sidepath commissioners, shall be authorized
to lay out, construct and maintain sidepaths along the edges of any pub-
lic highway in the county from which they are appointed between the
traveled portions thereof and the line of the abutting property; and the
county commissioners of any county are empowered to exercise all the
duties and powers which the road laws of any county may provide, so far
as the laws are applicable, to enable and assist in, building the sidepaths
as provided in this sub-title.

71. Such board of state sidepath commissioners shall, on entering upon
its duties and in each calendar year thereafter, determine upon a form
of license to be attached or affixed to a bicycle, to be known as a bicycle
sidepath license. Each such license shall be valid during the calendar
year for which it is issued and no longer. Every person shall be entitled to
be furnished by such board with such bicycle sidepath license upon the
payment of a fee of one dollar therefor.

sec. 171, et seq.

72. No person shall drive or propel any vehicle, except a bicycle, upon
any of the sidepaths now constructed or hereafter to be constructed in any
of the counties of the State in which a county board of sidepath commis-
sioners have been appointed. No person shall ride or propel any bicycle
on any sidepath constructed or hereafter to be constructed in such county,
unless a valid bicycle sidepath license be attached or affixed in plain view
to the head of the frame or left side of the front fork, as may be deter-
mined by the said board of state sidepath commissioners.

73. No person shall drive or hitch any horse, cattle, sheep, swine or
other animal on any sidepath now constructed or hereafter to be con-
structed under the provisions of this sub-title.

74. No person shall wilfully obstruct, injure or destroy any side-
path or any portion thereof now constructed or to be constructed under
the provisions of this sub-title.

75. Bicycle riders riding in opposite directions on said path shall
turn to the right in passing and every bicycle overtaking another on said
path shall turn to the left in passing.

76. The sidepaths heretofore constructed and hereafter to be con-
structed in any county in which county boards of sidepath commissioners
have been appointed under the provisions of this sub-title are hereby placed
