An. Code, sec. 82H. 1918, ch. 74, sec. 1.

67. The Legislature of the State of Maryland hereby assents to the
provisions of the Act of Congress, approved July eleven, nineteen hun-
dred and sixteen, entitled " An Act to provide that the United States shall
aid the States in the construction of rural post roads, and for other pur-
poses," thirty-ninth United States Statutes at Large, page three hundred
and fifty-five. The State Roads Commission (being the Highway Depart-
ment of the State of Maryland) is hereby authorized to enter into all con-
tracts and agreements with the United States Government relating to the
construction and maintenance of rural post roads under the provisions of
the said Act of Congress, to submit such scheme or program of contrac-
tion and maintenance as may be required by the Secretary of Agriculture,
and do all other things necessary fully to carry out the co-operation con-
templated and provided for by the said Act. The good faith of the State
is hereby pledged to make available funds sufficient to equal the sums
apportioned to the State by or under the United States Government dur-
ing each of the five years for which Federal funds are appropriated by the
said Act, and to maintain the roads constructed under the provisions of
the said Act, and to make adequate provisions for carrying out such
maintenance.

State Sidepath Commissioners.

68. The governor is authorized to appoint five active wheelmen, two
of whom shall be residents of Baltimore city, to constitute a board of state
sidepath commissioners, who shall serve without compensation except their
actual and necessary disbursements in the performance of their duties
and whose term of office shall be designated at one, two, three, four and
five years and until their respective successors shall be appointed. As the
term of office of each commissioner expires, the governor shall appoint a
successor thereto for the full term of five years, and he shall fill any
vacancy which may occur in such board of sidepath commissioners for
the balance of any unexpired term.

69. Such board of state sidepath commissioners shall appoint, upon
the petition of fifteen resident wheelmen in any county, a county board
of sidepath commissioners, to consist of five resident wheelmen, upon the
approval of the county commissioners first had and obtained. Said county
board of sidepath commissioners shall exercise the powers and perform
the duties of a local board of sidepath commissioners of Baltimore city
such as are provided in this sub-title for the county board of sidepath com-
missioners in any county. The term of office of the county board of side-
path commissioners shall be co-existent with that of the board of state
sidepath commissioners.

70. Any county board of sidepath commissioners having first obtained
