59. All legacies now existing or hereafter given by persons dying sub-
sequent to April 6, 1894, and all gifts, grants and devises intended for
this corporation but heretofore or hereafter given or made to it in the name
of the visitors of the asylum and training school for the feeble minded
of the State of Maryland instead of its name as fixed by section 49 shall
inure to the benefit of and vest and remain in the Rosewood State Train-
ing School as fully as if given, granted, devised or bequeathed in that
name in the first instance.

Crownsville State Hospital.1

An. Code, sec. 54. 1910, ch. 250, sec. 9 (p. 238).

60. There shall be established in the State of Maryland an institution
for the detention and care of such negro insane of the State, as may be
duly committed or sent to said institution or hospital; which shall be
called the Crownsville State Hospital, and which shall be under the con-
trol of the board of managers as hereinafter provided; provided, however,
that said Crownsville State Hospital shall not be located in Baltimore city.

61. The said board of managers of the Crownsville State Hospital
shall consist of the governor, ex officio, state treasurer, comptroller of the
treasury, for the time being, and six other persons, and the board so cre-
ated shall constitute a body corporate under the title of the Crownsville
State Hospital, and shall have power to make such by-laws, rules and
regulations, not inconsistent with the law, as they may deem necessary
and proper for the public welfare and the best interests of the institution
and its inmates, and shall have the power to appoint the necessary officers
and agents, who shall be removable at their pleasure; and shall make an
annual report of their proceedings to the governor of the State, who shall
submit the same, with such recommendations as he may deem proper,
to the general assembly at its next session thereafter; and provided, how-
ever, so that the intents and purposes sections 60 to 65, for which the said
board of managers of the Crownsville State Hospital is now created, and
that such purposes may be promptly commenced and carried out, with the
least delay, the following named persons are hereby designated as such
other six members, who, together with the governor, comptroller of the
treasury, treasurer of the State, shall constitute and are hereby named as
the first board of managers of the Crownsville State Hospital, with all
the rights and powers as herein specified; said six persons with their re-
spective terms, being as follows: two, namely, Hugh H. Young and
Thomas Parran, who shall serve for the term beginning April 11, 1910,
and ending on the first day of May, 1912; two, namely, John T. Daily
and William L. Marbury, who shall serve for the term beginning April
11, 1910, and ending on the first day of May, 1914; and two, namely,
