2114 ARTICLE 59.

An. Code, sec. 48. 1904, sec. 41. 1894, ch. 562, sec. 6.

54. Said board of visitors when they shall have sufficient funds at their
disposal to provide a proper building or buildings and suitably equip the
same for the purpose shall establish a department for the care and treat-
ment of epileptic children, and shall be authorized to receive the same upon
the same terms and conditions they receive other feeble-minded children,
and the said visitors shall have full power and authority to make all neces-
sary rules and regulations to govern the admission of epileptic children
and for the control and management of such epileptic department as they
shall deem for the best interest of the institution and the welfare of its
inmates.

55. The sum of thirteen thousand dollars, or so much thereof as may
be required, is appropriated per annum to be paid to the said board of
visitors for the use of the said asylum and training school and for the sup-
port and maintenance thereof.

56. It shall be the duty of the visitors of the Rosewood State Training
School to report or cause to be reported to the Board of Mental Hygiene
the names of all inmates in said asylum and training school as wards of
the State whom they know or have reason to believe to be twenty-one years
of age, with such information as said visitors possess as to the age, con-
dition and parentage of such inmates and the place of residence of the
parents or other near relatives or friends of such inmates if known.

57. When the Board of Mental Hygiene receive the report required by
the preceding section it shall be the duty of such Board without delay
to examine, or cause to be examined, by at least two competent physicians
such inmate or inmates with special reference to his, her or their mental
condition, and if the members of said Board of Mental Hygiene, after
such examination shall have been made, shall be of opinion such inmate
so examined is by reason of mental imbecility, idiocy or unsoundness of
mind incapable of taking proper care of himself or herself they shall re-
port such fact to the circuit court for Baltimore county with the reason
for their opinion therefor.

58. When the report mentioned in the preceding section shall have
been filed in said court, it shall be the duty of the judge or judges thereof
to examine the same, and if of the opinion from such report and the rea-
son given therein that the welfare of such inmate would be promoted by
his or her remaining longer in the custody and subject to the control of the
management of said asylum and training school, said judge or judges
shall certify the same, which shall be authority for the retention of the
control of such inmate until otherwise ordered.
