shall issue, sell or give such a transfer ticket or instrument aforesaid to a
person not lawfully entitled thereto, and any person not lawfully entitled
thereto who shall receive, with intent to use for passage, or who shall use
or offer for passage any such transfer ticket or instrument, or shall sell or
give away such transfer ticket or instrument to another with intent to have
such transfer ticket used or offered for passage, shall be guilty of a mis-
demeanor, and, on conviction thereof, shall be punished by a fine not less
than $10.00 or more than one hundred dollars for the first offense, and for
each siibsequent offense by a fine of not less than $100.00, or by imprison-
ment for a term not exceeding six months, or both, in the discretion of
the court.

187. Every hirer of a personal chattel of the value of twenty dollars
and upwards, who shall secrete, make away with, sell, or otherwise dispose
of the same, with intent to defraud the owner thereof, shall be guilty of a
misdemeanor, and upon conviction thereof shall be liable to a fine not
exceeding double the value of the article disposed of, and imprisonment for
a term not exceeding thirty days, or either, at the discretion of the court.
Fraud—Insurance Companies, by Directors or Officers of.

188. Any director or officer of any insurance company, or association.
or fraternal beneficiary association, who shall receive any premium or
assessment on behalf of said company, association or fraternal beneficiary
association, knowing at the time of the receipt of said premium or assess-
ment said company, association or fraternal beneficiary association to be
insolvent, shall be deemed guilty of a misdemeanor, and upon conviction
thereof shall be liable to a fine not exceeding five hundred dollars, or
imprisonment in jail for a period not exceeding six months, or both, in the
discretion of the court.
Fraud—Itinerant Vendors.

189. The words " itinerant vendors," for the purposes of this sub-title,
shall be construed to mean and include all persons, both principals and
agents, who engage in a temporary or transient business in this State, either
in one or more places in one locality, or in traveling from place to place,
selling goods, wares and merchandise, and who, for the purpose of carrying
on stich business, hire, lease or occupy any building or structure for the
exhibition and sale of such goods, wares and merchandise.

190. The provisions of this sub-title shall not apply to sales made to
dealers by commercial travelers or selling agents in the usual course of
business nor to bona fide sales of goods, wares and merchandise by sample
for future delivery nor to hawkers on the streets or peddlers from vehicles.
