ment relating to the construction and maintenance of rural post roads
under the provisions of the said Act of Congress, to submit such scheme
or program of construction and maintenance as may be required by the
Secretary of Agriculture, and do all other things necessary fully to carry
out the co-operation contemplated and provided for by the said Act.
The good faith of the State is hereby pledged to make available funds
sufficient to equal the sums apportioned to the State by or under the
United States Government during each of the five years for which Fed-
eral funds are appropriated by the said Act, and to maintain the roads
constructed under the provisions of the said Act, and to make adequate
provisions for carrying out such maintenance.
Board of Examiners.
1918, ch. 224, sec. 82E.
82 T. The Governor of Maryland shall appoint three persons as
members of a Board of Examiners for the State Roads Commission, to
serve one for two years, one for four years and one for six years; each
alternate year thereafter the Governor shall appoint one person as a suc-
cessor to the member whose term shall expire, to serve for six years.
Any vacancy shall be filled by the Governor for the unexpired term.
At no time shall more than two of the members of said Board of Exam-
iners be adherents of the same political party. The members of said
Board of Examiners shall serve without pay. The Governor may remove
a member during his term of office upon stating in writing the reasons
for removal and allowing such member an opportunity to be heard in his
defense.*

82J. The Board of Examiners may appoint a secretary who shall
also be chief examiner and such other subordinates as may by appropria-
tion be provided for. The Board of Examiners shall be furnished an
office by the State Roads Commission in the quarters occupied by the
Commission. The State Roads Commission shall further provide the
said Board of Examiners with stationery and such other supplies, equip-
ment and clerical assistance as may be necessary to carry out the pur-
pose and intention of this sub-title.

82K. In order to carry out the purpose and intention of this
sub-title, which is the selection of employees because of their
