82F. All moneys arising from the sale of the certificates of indebt-
edness authorized to be issued by the Act of 1916, Chapter 681, shall
be promptly turned over in the proportions above mentioned, to the
State Roads Commission, to be by it used for the purposes set forth in
Sections 32A, 32B, 32C, 32D, 32E, 32F and 32G of Article 9] of the
Code of Public General Laws of Maryland, and as provided by said
Act, and subject to the limitation and manner herein provided, or as
authorized from time to time by future action of the Legislature and
to the Trustees of the Maryland Agricultural College, and to the three
building commissions which the Governor is hereby authorized to ap-
point, and which shall respectively be clothed with all the rights and
powers necessary for the acquisition, by purchase, condemnation or
otherwise, of ground in each of the said cities of Cambridge, Hyatts-
ville and Westminster and for the erection and construction thereon
respectively of a suitable armory and equipment of the same, and for
making all contracts necessary for said purpose, title of said ground
and to said armory when completed, to be in the State of Maryland,
and said armories to be for the use of the Maryland National Guard in
said respective cities; provided, that the said moneys shall only be paid
to the Trustees of the Maryland Agricultural College and to the said
Building Committees as the ground authorized is purchased and as the
said building and equipment progresses, and upon certificates that the
work for which warrants are drawn has already been done.

82G. The State Roads Commission shall furnish to the Comptroller
of the Treasury at the end of each fiscal year a complete itemized
account of the "overhead" charges for work done throughout the State/
said "overhead" charges to include all amounts expended by said Com-
mission, except those paid to contractors in payment of road-building
contracts for material and labor actually expended in building such
road; and a similar report to the President of the Board of County
Commissioners of each County in the State of the "overhead" charges
for work done within said County, and a similar report to the Mayor
and City Council of Baltimore of the "overhead" charges for work
done within said City.

82H. The Legislature of the State of Maryland hereby assents to
the provisions of the Act of Congress, approved July eleven, nineteen
hundred and sixteen, entitled "An Act to provide that the United States
shall aid the States in the construction of rural post roads, and for other
purposes," thirty-ninth United States Statutes at Large, page three
hundred and fifty-five. The State Roads Commission (being the High-
way Department of the State of Maryland) is hereby authorized to
enter into all contracts and agreements with the United States Govern-
