25A. For the purpose of constructing the National Defense High-
way the State Roads Commission are hereby requested out of any
appropriation of moneys made by the Acts of the General Assembly of
1916 for State Roads to use one hundred and twenty-five thousand
($125,000.00) dollars to meet a similar amount to be provided by Act
of Congress under the provisions of an Act now pending therein, known
as House Bill No. 11959 and introduced by Mr. Mudd into that Body
February 21st, 1916—to construct said National Defense Highway
from Capitol to Capitol.

25B. The State Roads Commission is hereby authorized and em-
powered immediately, after the passage of this Act, to construct the
National Defense Highway, as laid down by the Act of Assembly of
1916, Chapter 706, from the State Road at Camp Parole to the State
Road at Bladensburg, connecting Washington City with Annapolis, and
