able phosphoric acid and 0.82% of nitrogen (equivalent to 1% of am-
monia) ; and on the outside of every bag, barrel or package of acid phos-
phate or dissolved rock containing less than 14% of available phos-
phoric acid.

7. Each and every brand of fertilizer, or fertilizer material, filed
with the Maryland State College of Agriculture must remain uniform
with the guaranteed analysis of said brand, and in no case, even at a
subsequent registration, shall the grade be lowered by reducing any, or
all, of the several constituents contained therein.

8. It shall be the duty of the Maryland State College of Agriculture
to procure for analysis one or more samples, in each year, as far as
practicable, of all fertilizers sold, offered for sale, or used in the State
of Maryland, and the State Chemist, or any agent or representative,
duly authorized by him, or by the Maryland State College of Agricul-
ture, shall have the right to take samples from any lot, -or parcel, of fer-
tilizer in the possession, or in the keeping, of any manufacturer, manip-
ulator, dealer, agent, consumer, or transportation company, in said State
of Maryland, and it shall be the duty of the Maryland State College of
Agriculture to publish at least semi-annually the results of the analysis
made by the said College of the samples procured by or sent to it, for
such purpose, and when reporting, or publishing the result of any anal-
ysis to state the approximate commercial value in dollars and cents of
the fertilizer so analyzed per ton of two thousand pounds, such value to
be based upon the analysis made at the said College and upon a stand-
ard of valuation to be ascertained, fixed and published by said College
as above provided after conference with the proper officials of adjacent
States.

9. Any purchaser of fertilizer, or fertilizers, provided he is not a
manufacturer, or manipulator, or agent, of the same, may have taken,
in the presence of a disinterested witness a sample, or samples, of
said fertilizer and forward the same with all transportation charges
prepaid to the Maryland State College of Agriculture for analysis, pro-
vided, said purchaser of fertilizer or fertilizers notify the manufacturer
or manipulator of the fertilizer or fertilizers from which said sample
or samples are to be taken, or the agent who sold said goods to said
purchaser, by mailing notice in writing at least (6) days in advance of
the taking of said sample or samples, said (6) days notice to date from
the time of mailing said notice, stating the time and place at which said
sample or samples are to be taken, so that the manufacturer or manipu-
lator may have the privilege of having a representative present, or that
said Agent may be present, to see that said sample or samples are taken
