bhall have the power and authority to enforce obedience to his orders
and judgments by attachment and to inflict summary punishment for
contempt of court by a fine not exceeding in any one case the sum of
Twenty-five Dollars ($25.00); all of which fines shall be paid to the
Commissioner of Motor "Vehicles in the same manner as other fines;
and imprisonment for default in payment of such fines shall be imposed
to the same extent as in the case of other fines; provided, however, that
the power aforesaid to punish for contempt shall not be construed to
extend to any cases arising in the Court of said Justice of the Peace of
the Traffic Court except the cases specifically set forth and provided for
in Section 4 of Article 27 of the Annotated Code of Maryland as within
the power of the several courts of this State to inflict summary punish-
ments for contempt of court.
The said Justice of the Peace of the Traffic Court, before entering
upon the duties of his office, shall give to the State of Maryland a good
and sufficient bond, with a surety or sureties to be approved by the
Judge of the Superior Court of Baltimore City, in the penalty of Ten
Thousand Dollars ($10,000) conditioned to truly and faithfully dis-
charge, execute and perform all and singular the duties and obligations
of the office of Justice of the Peace of the Traffic Court, and that he will
account for and pay over to the Commissioner of Motor Vehicles all
fines, penalties, forfeitures and fees which he is bound to account for
and pay over to said Commissioner of Motor Vehicles. The Board of
Police Commissioners for the City of Baltimore shall designate two or
more members of the police force of the rank of sergeant to attend the
Traffic Court herein provided and to execute the powers and directions
of the Justice appointed thereto. In addition to the number of station-
house clerks now provided for by law, said Board of Police Commis-
sioners is hereby authorized and directed to employ such number of
additional clerks as may be necessary to properly keep the dockets and
records of arrests and convictions. Such records shall be Kept in such
form and under such plan as may be jointly agreed upon by the Com-
missioner of Motor Vehicles and the Justice of the Peace of the Traffic
Court. Salaries paid to police sergeants and clerks designated for duty
in the traffic court shall be paid by the Board of Police Commissioners
out of funds received for that purpose from the Commissioner of Motor
Vehicles. The Governor shall also appoint, by and with the advice and
consent of the Senate, and if the Senate shall not be in session then the
Governor shall appoint, from the City of Baltimore at large, an addi-
tional Justice of the Peace who shall be a member of the bar of the
Supreme Bench of Baltimore City, who shall receive a salary of five
hundred dollars ($500.00) per annum, payable quarterly, and whose
jurisdiction, duties and powers shall be the same as those conferred upon
and required of the Justice of the Peace of the Traffic Court, and who
shall be designated by the Governor to sit in said Court in the absence
by illness or otherwise, and at other times, upon the request of and in
