Said applicant shall pay such other fees and shall be subject to such
penalties as are prescribed by the motor vehicle laws of the State.
Provided this section shall not be effective for a period longer than
the duration of the present war and six months thereafter.
Fees of Operators.

144. The following fees shall be paid the Commissioner of Motor
Vehicles for licenses to operate motor vehicles in this State. Two dol-
lars ($2.00) to operate motor vehicles other than motorcycles; one
dollar ($1.00) to operate motorcycles and bicycles with motor attach-
ments. Such license shall be good until suspended or revoked as here-
inafter provided, and shall not be required to be renewed annually.
Provided, however, that the foregoing provisions of this section shall
not apply to chauffeurs, but the latter shall be required to obtain an
operator's license", as hereinbefore provided, renewable at the end of one
year from the date of issue, and shall pay therefor the sum of three
dollars ($3.00) per year.
Duplicate licenses shall be supplied by the Commissioner of Motor
Vehicles for fifty cents each in case where he is satisfied the original
has been lost. The Commissioner of Motor Vehicles shall have author-
ity, in disputed cases, to determine the kind of license to which any
applicant may be entitled.

Suspension or Revocation of Operator's License.

145. The Commissioner of Motor Vehicles may after due hearing,
upon not less than three days' notice in writing, said notice to be sent
by registered letter to the address given by the operator when applying
for his license certificate, which shall constitute sufficient form, of
notice, suspend or revoke the operator's license issued to any person
under section 143 of this sub-title for any cause which he may deem
sufficient; but every applicant for an operator's license whose applica-
tion shall be refused by said Commissioner, and every licensee whose
operator's license shall be suspended or revoked by said Commissioner,
may appeal to the Circuit Court of the County in which the licensee
may live, or to the City Court of Baltimore City if the licensee live
there. The decision of the said Court to be final, and such appeal not
to operate as a stay of such order or decision by the Commissioner.
Subject to the same conditions as to notice and appeal, the Commis-
sioner of Motor Vehicles shall have power and authority to refuse,
revoke or suspend the markers and certificate of registration of any
motor vehicle which is so constructed as to be, when in operation, a
menace to the safety of its occupants, or to the public, or is so con-
