upon demand by any officer of the law, and said license shall have
endorsed therein in the proper handwriting of the licensee the name of
said licensee, and when requested by a proper officer, in the discharge
of his duties under the law, said licensee shall write his name in the
presence of said officer, to the end that the identity of said licensee may
be determined, provided that no operator of a motor vehicle shall be
stopped by any officer of the law for the sole purpose of exhibiting his
operator's license. No license badge shall be worn.
No person, whether resident or non-resident of the State, under eigh-
teen years shall operate a motor vehicle upon any road, highway, street,
lane or other public way within the State of Maryland. No person
under the age of sixteen years, whether resident or non-resident, shall
operate, drive or direct any motorcycle, as aforesaid, provided that per-
sons between the ages of fourteen and sixteen years, in the discretion
of the Commissioner of Motor Vehicles, may obtain licenses to operate
bicycles with motor attachments.
It shall be unlawful to obtain licenses by misrepresentation, or to
allow a license to be used by any person other than the one to whom
it was issued, or to change the name of the licensee appearing upon any
license issued by the Commissioner of Motor Vehicles.
Any person violating any provision of this section, shall be deemed
guilty of a misdemeanor, and upon conviction, be subject to a fin© of
not less than ten dollars ($10.00), nor more than one hundred dollars
($100.00), for the first offense, provided that the minimum fine in the
case of a person to whom an operator's license has been duly issued, but
who through inadvertence has not the same with him at the time of his
arrest, shall be one dollar ($1.00) instead of ten dollars ($10.00), as
above prescribed.

143A. The Commissioner of Motor Vehicles' is hereby authorized
and empowered to grant licenses to operate, drive or direct any auto-
mobile, motor car, taxi-cab or motor-truck propelled by gas, gasoline,
steam or electricity upon any road, highway, street, lane or other public
way within the State of Maryland, to persons between the ages of six-
teen (16) and eighteen (18) years, who shall make application therefor
upon blanks furnished by said Commissioner. The Commissioner shall
make an examination of the qualifications of the said persons between
the ages of sixteen (16) and eighteen (18) years applying for such
license, and may refuse to issue the same if, in his judgment, the safety
of the public would be jeopardized thereby, and said applicant shall not
have the right of appeal if license is refused. Each person between the
ages of sixteen (16) and eighteen (18) applying for a license as herein
provided shall be required to pay to the Commissioner of Motor Vehi-
cles an applicant's fee of one ($1.00) dollar. All fees received from
such source shall be paid by said Commissioner of Motor Vehicles into-
'the State Treasury as are other funds received by him.
