rights as residents of Charles county of persons domiciled on land
owned by the United States at Indian Head shall be continued and
enjoyed by them to the same extent as now provided by law for persona
domiciled at the Naval Academy at Annapolis as residents of Anne
Arundel county.

29. The jurisdiction of the State of Maryland is hereby ceded to'
the United States of America over all the lands lying under the waters
of Carr's creek, in Anne Arundel county, bordering on and adjoining
the property of the United States of America, that is to be used as a
rifle range for the Naval Academy, Annapolis, Maryland; that so long
as such jurisdictions rests in the United States of America said lands
shall be exonerated and discharged from all taxes, assessments and other
charges that may be imposed under the authority of the State of
Maryland; provided, that the United States of America shall retain
such jurisdiction so long as the said adjoining lands shall be owned by
the United States, and no longer; and provided further, that such juris-
diction is granted upon the express condition that the State of Maryland
shall retain a concurrent jurisdiction with the United States of Amer-
ica in and over the said lands so far as that civil processes in all cases
not affecting the real or personal property of the United States of
America, and such criminal or other processes as shall issue under the
authority of the State of Maryland, against any person or persons
charged with crimes or misdemeanors committed within or without the
limits of the said lands, may be executed therein, in the same way and
manner as if no jurisdiction had been hereby ceded.

30. The cemetery located near Point Lookout, in St. Mary's county,
created and established by the legislature of Maryland by the acts
of 1870, chapter 85, and 1874, chapter 407, for the interment of the
Point Lookout Prison Confederate prisoners who died while in prison
there, be and the same is hereby authorized to be ceded to the United
States government for the purpose of its perpetual care; and that upoii
satisfactory assurance that the properly designated authority of the
United States government is prepared to accept the grant thereof by
the State of Maryland for its perpetual care, the title of said cemetery
and its appurtenances shall be transferred by the present holders of
said title to the properly designated grantee of the United States.

31. The consent of the State of Maryland is hereby given in accord-
ance with the seventeenth clause, eighth section of the first article of
the constitution of the United States, to the acquisition by the United
States by purchase, condemnation or otherwise of any land in this
