terms, conditions and restrictions as said commission may impose, and
the county commissioners of each county may accept. In the speci-
fications and contracts for work by competitive bids, it shall be the
policy of said commission to provide as nearly as practicable that the
contractor shall not be delayed in his work by delayed inspection; that
work inspected shall be promptly approved or rejected; and that con-
tractors shall be promptly paid for work approved.

39. The commission herein provided for is authorized in its dis-
cretion to call upon the state geological and economic survey commission
for such plats, surveys and information as it may desire, and may also,
with the consent of the Maryland geological and economic survey, turn
over to said survey the work of awarding any contracts for work under
this act together with the supervision if such work under such contracts
so awarded by said Maryland geological and economic survey, or the
state road commission may authorize said state geological and eco-
nomic survey, with the consent of said survey, in accordance with the
powers already in it vested, to itself perform any work determined upon
by said commission, without an award of a contract for the same to a
contractor, if in the judgment of the commission such work will be so
done better or more advantageously to the State; and the commission
herein provided for is authorized to reimburse the state geological and
economic survey commission for any and all expense it may be put to
and for any and all work done upon such terms as said two commis-
sions may agree to be right and proper in the premises.

40. The general system of public roads hereinbefore provided for in
this act shall be completed as soon as may be feasible by the said com-
mission, the time for the completion thereof not to exceed, however,
seven years from 1st day of July, 1908; and the aggregate and total
expenditures of the said commission for said purposes shall not exceed
the sum of five million dollars ($5,000,000) of which sum not more
than one million dollars ($1,000,000) shall be expended in any one year,
accounting from said 1st day of July, 1908. And for the purpose of
providing for said expenditures for the establishment, construction,
improvement and maintenance of said general system of public roads
mentioned in this act, a loan is hereby created to be called "The State
Roads Loan," to the amount of five million dollars; the said loan shall
bear date as follows; five hundred thousand dollars, to be known as
series "A," August 1, 1908; one million dollars, to be known as series
"B," February 1, 1909; one million dollars, to be known as series "C,"
February 1, 1910; one million dollars, to be known as series "D" Feb-
ruary 1, 1911; one million dollars, to be known as series "E," February
1, 1912; and five hundred thousand dollars, to be known as series "F,"
February 1, 1913; and shall bear interest at a rate to be fixed by the
governor, the comptroller and the treasurer of this State, or a majority
of them, not to exceed three and one-half per cent. (3 1/2 per cent.) per
