24. Said commission is authorized to make provision for the com-
pletion of the topographic survey of Maryland in such manner as in
the opinion of the commission will be of the greatest benefit to the
agricultural, industrial, geological and military requirements of the
State of Maryland, and to publish special reports dealing with the
various mineral products and with the natural resources of each county
in the State of Maryland.

25. For the purpose of carrying out the provisions of this sub-title,
the sum of fifteen thousand dollars annually, or so much thereof as may
be necessary, is appropriated out of any funds in the treasury not
otherwise appropriated, and the said amount shall be drawn from the
treasury by the said commission in the same manner as the other funds
of the survey.

State Road No. 1.

26. A public highway, to be known as State Road No. 1, shall be
constructed between the cities of Washington and Baltimore, the course
of which, as near as practicable, shall be along the route of the old
Baltimore and Washington road; provided, however, that said state
road No. 1 shall be constructed between Beltsville and Contee, in
Prince George's county, on the west side of the Baltimore and Ohio
Railroad tracks; and provided, however, that said state road No. 1 shall
be constructed upon the present road bed of the Baltimore and Wash-
ington road from Waterloo, in Howard county, to the village of Hale-
thorpe, in Baltimore county, and entering the city of Baltimore at
Columbia avenue, the bed of which, so far as the same is vested in
the State or the several counties through which it passes, hereby dedi-
cated by way of easement or fee simple, as the case may be, to the
public use.

27. The building, grading and construction of said road shall be
under the direction and control of the state geological and economic
survey commission, but in no place shall be less than thirty feet nor
more than sixty feet in width, the geological and economic survey com-
mission shall not cause to be graded or allow any contracts to have
graded more of said road that can be completely constructed on or
before the fifteenth day of December in each and every year, and
wherever the said road as hereinafter laid down by said commission
shall pass through any incorporated towns, unless the said towns shall
grant an easement therefor over a street or streets to said commission
(as representatives of the State), the said commission is hereby author-
ized and directed to divert the same so that it may pass around such
town as may refuse to grant an easement as aforesaid.
