sion of the brigade commander) may require the officers and enlisted
men of his command to meet for parade, drill or instruction at such
times and places as he may appoint.

60. Each troop, battery, company or division not especially excused
by the governor may be required to participate for at least five consec-
utive days annually in practice marches, camps of instruction or cruises
under such regulations as the governor may prescribe, and under such
instructors as he may appoint.

61. There shall be an encampment of the brigade in the year 1908,
and in every alternate year thereafter; and there shall be an encamp-
ment by the First regiment in 1909, and every alternate year there-
after; and in the discretion of the governor, camps of other organiza-
tions may be ordered, such encampments to be held within the limits
of the State at such time and place and for such length of time as the
governor may determine; and there shall also be an annual cruise of
the naval brigade; provided, however, that no encampment or cruise
shall be held in any given year if the governor in his discretion shall
determine otherwise.

62. The force organized as prescribed in this article shall be con-
sidered in the actual service of the State, and the members thereof
shall be subject to all military laws, orders and regulations prescribed
for the government thereof, and all military offenses shall be consid-
ered, and they are hereby declared to be offenses against the general
police regulations of the State, and shall be punished by fine or im-
prisonment as hereinafter provided.
Except when on duty as prescribed in section 12 of this article and
subject to the provisions thereof, commissioned officers may be tried by
court-martial for the following offenses:
1. Non-attendance without excuse at any drill, parade, encamp-
ment, meeting for instruction, or other duty ordered by competent
authority.
2. Unmilitary or unofficer-like conduct.
3. Drunkenness on duty.
4. Neglect of duty.
5. Disobedience of orders or any act contrary to the provisions of
the militia laws of the State or to the orders and regulations prescribed
for the government of the National Guard.
6. Refusing to grant a discharge to an enlisted man when entitled
to same.
