days or at any other times, the said board or the said sheriff shall
apply in writing or by telegraph to the commander-in-chief, setting
forth particularly the necessity for such aid, and if the emergency
requires, the said board or the said sheriff may, without waiting for a
reply from the commander-in-chief, forthwith apply in writing or by
telegraph to the commanding officer of the military or naval organiza-
tion most accessible, and all commanding officers in such cases, whether
ordered out by the commander-in-chief or applied to as aforesaid by
the said board or the said sheriff, shall forthwith assemble their com-
mand and take such action as the exigencies of the case may require to
prevent the threatened disorder or opposition to the laws, or to suppress
the riot or disorder.

57. For all purposes under this article officers and enlisted men of
the active militia who entered the United States service in the Span-
ish-American war shall, on entering the active militia, be entitled to
credit for time served in the forces in the United States in that war if
this service had been rendered in the active militia.

58. The officers commanding the brigade and naval brigade may
cause those under their command to perform any military duty, and
shall be responsible to the governor for the general efficiency of the
National Guard and for the drill, instruction, inspection, small arms
and artillery practice, movements, operations and care of troops. Com-
manding officers of organizations shall be responsible to their immedi-
ate commanders for the equipment, drill, instruction movements and
efficiency of their respective commands. All commanding officers and
enlisted men shall be responsible to their immediate commanading of-
ficer for prompt and unhesitating obedience, proper drill and the pres-
ervation and proper use of the property of the State and of the United
States or organization in their possession. The brigade and naval bri-
gade shall be inspected not less than once a year, and oftener, in the
discretion of the commander-in-chief.

59. Officers and enlisted men of each troop, battery, company and
division shall assemble for and undergo drill and instruction at their
respective armories or rendezvous, or for target practice, not less than
twenty-four times during each calendar year preceding the annual
allotment of funds under section 1661, Revised Statutes of the United
States as amended. During the same period there shall be at least one
inspection of each troop, battery, company and division by an officer
of the National Guard or by an officer of the regular army or navy of
the United States, at such times as the governor may direct. In addi-
