and they are hereby required to publish annually, in two or
more.-newspapers published in said Frederick county, one of
which must be of the opposite political party to which a
majority of the said Board of Commissioners are affiliated, a
full, accurate and itemized statement, in the minutest detail,
of all receipts and expenditures of said county, as shown by
the books and records of said commissioners. Said statement
shall contain an itemized detail, the disbursement and receipts
of the contingent fund, the road fund, and all other separate
funds, and shall be- of such detail and character as to show to
whom and for what- purpose every item, even to fractions of
dollars, was paid and expended, so that the taxpayers of said
county shall have accurate and definite information in regard
to the receipts and expenditures of every dollar of the public
money.

SEC. 2. And be it enacted, That this act shall take effect
from the date of its passage.

CHAPTER 643.

AN ACT to amend the Charter of the Middletown Savings Bank
of Frederick County, Maryland.

WHEREAS, The Middletown Savings Bank of Frederick County,
Maryland, was duly incorporated under the provisions of the
Public General Laws of Maryland, the Charter of which
corporation was amended by Chapter 637 of the Acts of the
General Assembly of Maryland of 1910; and,

WHEREAS, The original Charter, among other things, provided
that "The Weekly Deposits received by this Bank shall con-
stitute its capital stock, which Weekly Deposits shall be the
sum of twenty-five thousand dollars," and such amount hav-
ing been received and certificates issued therefor in the
amount of one hundred dollars, and multiples thereof; and,

WHEREAS, The aforesaid amendment to the Original Charter,
among other things, provided, that "the liability of the stock-
holders thereof shall at all times be determined by the
laws of the State in force at the time the said liabilities may
attach"; and,
