1839, Chapter 33, and substituted for the interest on the sur-
plus revenue as provided in said Act, and shall be apportioned
and paid in the manner now provided by law; provided, how-
ever, that this sum shall also be paid out of the receipts from
the public school tax; also, such sum or sums as may be
received to the credit of the Free School Fund from the inter-
est on stocks standing to the credit of said Fund, or from other
sources; for donations to Colleges, Academies and Schools, as
set forth in Acts and Resolutions of the General Assembly
heretofore passed, forty-four thousand five hundred dollars, or
so much thereof as may be necessary; provided, however, that
none of the appropriations to Colleges, Academies and Schools
shall be paid to any of said institutions, excepting to such as
shall have made a full report as required by Section 17 of
Article 77 of the Code of Public General Laws, for the instruc-
tion of the indigent blind to be applied under the direction of
the Governor, in accordance with the provisions of the Acts of
1868, Chapter 215, as amended by the Acts of 1912, twenty-one
thousand dollars, or so much thereof as may be necessary.
Contingent Funds.
For the contingent fund placed at the disposal of the Governor
by Article 3, Section 32, of the Constitution, ten thousand dol-
lars, or so much thereof as may be necessary; for the contingent
fund of the State Treasurer, for advertising, stationery, blanks,
books, expressage, telegrams, traveling and other incidental
expenses, five thousand dollars, or so much thereof as may be
necessary; for the contingent fund of the Comptroller's Office,
for printing blank licenses, protests, circulars, warrants, books,
traveling and other office expenses, six thousand dollars, or so
much thereof as may be necessary; for the contingent fund of
the State Tax Commissioner's Office, for printing blanks, circu-
lars, stationery, books and postage, twenty-five hundred dollars,
or so much thereof as may be necessary; for the contingent fund
of the Land Office, twenty-five hundred dollars, or so much
thereof as may be necessary; for the contingent fund of the
Court o/ Appeals (including fourteen hundred dollars for jan-
itor's and secretary's services), twenty-four hundred dollars, or
so much thereof as may be necessary; for the contingent fund
of the Attorney General, for printing and traveling expenses,
clerical services, stationery, postage and other necessary expen-
ses, twenty-five hundred dollars, or so much thereof as may be
necessary; for the contingent fund of the Board of Public
Works, five thousand dollars, or so much thereof as may be
necessary; said amount to be expended under the direction
and control of said Board, to be used for repairs to State
