SEC. 5. And be it further enacted, That this act shall take
effect from the date of its passage.

CHAPTER 636.
AN ACT to repeal sections 134, 142 and 158E of Chapter 310
of the Acts of the General Assembly of Maryland passed at
the Session of 1908 and add two new sections thereto to be
designated as section 158P and 158Q, section 158P, provid-
ing for the encouragements of manufactures and 158Q pro-
viding for the County Commissioners of Wicomico County
to levy and pay over money for use of the streets of Salis-
bury, entitled "An Act to repeal section 130 to section 158
inclusive of Article 23 of the Code of Public Local Laws,
title "Wicomico County," sub-title "Salisbury," and all
amendments and additions thereto except such as are here-
after excepted, etc., and to re-enact the same with amend-
ments.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That sections 134, 142 and 158E of Chapter 310 of the
Acts of the General Assembly of Maryland, passed at the Ses-
sion of 1908, entitled "An Act to repeal sections 130 to 158,
inclusive, of Article 23 of the Code of Public Local Laws of
Maryland, title 'Wicomico,' sub-title 'Salisbury,' and all amend-
ments and additions thereto except such as ajre hereafter
excepted, etc.," be and the same are hereby repealed and re-en-
acted so as to read as follows, and two news sections be and
are hereby added thereto to be designated as sections 158P and
158Q, section 158P providing for the encouragement of manu-
factures and 158Q providing for the County Commissioners of
Wicomico County to levy and pay over money for use of the
streets of Salisbury.
134. And be it enacted, That the male citizens of Salisbury,
who have resided within the corporate limits of said city for
twelve months next preceding the election, and who were qual-
ified voters at the last preceding State or Congressional elec-
tion, shall on the first Tuesday in May, in the year 1912, and
on the same day in every second year thereafter, elect by bal-
lot one person to be Mayor, and on the first Tuesday of May,
1912, elect by ballot three persons to be councilmen; and on
the same day every year thereafter, elect by ballot three per-
