of the County Commissioners of Anne Arundel County or the
Commissioners under this act for any violation of its conditions,
the right, however, being reserved to the commissioners under
this act to reject any and all bids. The said commissioners
under this act are hereby authorized and required to employ a
skilled and competent architect, under whose control and super-
vision, as to material and workmanship such jail shall be
erected; and said commissioners under this act shall also in like
manner determine upon the proper heating, lighting, plumbing,
toilets and water closets, and the introduction of water and
drainage system and telephone service, and the furnishing said
jail when so constructed with all necessary equipment including
cells and furniture and such other things as may be required
for the ordinary and useful purposes of a jail, and shall award
the contracts therefor to the lowest responsible bidder or bid-
ders, the right, however, being reserved to said commissioners
under this act to reject any and all bids; provided, however,
that the entire cost of said jail complete, and all the equipment
thereof, shall not exceed' the amount realized from the sale of
the bonds hereinafter authorized and directed to be issued.
SEC. 3. And be it enacted, That the commissioners under
this act upon entering into any contract, as mentioned in the
preceding section, shall forthwith make reports to the County
Commissioners of Anne Arundel County fully setting forth the
terms and character of said contract and the debts incurred
thereby, a synopsis of which report shall be duly published in
the usual manner of publishing county expenditures. Said
commissioners under this act shall also have power to sue in
any of the Courts of this State in any matter connected with
their duties under this act. The County Commissioners of
Anne Arundel County shall alone be responsible upon all causes
of action which may arise out of the building of the jail pro-
vided by this act, or the purchase of a site therefor, and all
suits of every character shall be brought against it and not
against the commissioners created by this act or any member
thereof.
SEC. 4. And be, it enacted, That the County Commissioners
of Anne Arundel County be and they are hereby authorized and
directed to issue bonds to the amount of fifty thousand dollars
($50,000), and to sell the same after advertisement to the high-
est bidder or bidders for cash, provided said bonds shall be sold
for not less than par, and to apply the proceeds in the manner
hereinafter directed to the building, furnishing and equipping
a jail for Anne Arundel county at Annapolis, Maryland, upon
the site of the present jail.
