778 LAWS OF MARYLAND. [Ch. 548]

WHEREAS, Successive grand juries for Anne Arundel county
have repeatedly and earnestly recommended the erection and
equipment of a new jail; therefore,

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That William S. Crisp, Brooklyn, Maryland; W. Frank
Chaney, Bristol, Maryland; Nicholas H. Green, Annapolis,
Md.; James A. Walton, Annapolis, Md.; William N. French,
Annapolis, Md.; Louis Harwood Green, Annapolis, Md., and
George Thomas Beasley, Anne Arundel county, be and they
are hereby appointed commissioners, and they or a majority of
them are authorized and empowered by virtue of this act, to
contract for, superintend and build a jail for Anne Arundel
county at Annapolis, Maryland, on the site of the present jail,
which they are empowered to have razed, to install proper
heating, lighting, plumbing, toilets and water closets, and the
introduction of water and drainage system and telephone ser-
vice, and to furnish said jail when so constructed and com-
pleted, with all necessary equipment, including cells and furni-
ture and such other things as may be required for the ordinary
and useful purposes' of a jail; three of said commission shall
constitute a quorum, and the concurrence of three of them shall
be necessary for the decision of all questions which may arise
in the discharge of their duties; and all vacancies occurring in
said commission, whether from death, refusal to act, resignation
or otherwise, shall be filled by the County Commissioners of
Anne Arundel County.

SEC. 2. And be it enacted, That the said commissioners
under this act shall as speedily as possible organize and procure
and adopt a plan and specifications for the erection and com-
pletion of the said jail, and as soon as said' plan and specifica-
tions are determined upon by them, they shall invite sealed
proposals, by advertisement for a reasonable time, for the con-
struction and completion of said work, which shall be opened
publicly on the day and at the hour and place named in said
advertisement; said proposals shall set forth the amount of
money for which the parties proposing will complete the build-
ing according to the plans and specifications, and the time or
times at which payment therefor shall be made, and the time
when said building will be completed, and the said commission
appointed by this act shall award the contract to the lowest
responsible bidder, giving bond with approved security to the
State of Maryland, in such penalty as said commissioners shall
determine, conditioned for the faithful performance of the
contract entered into, which bond shall be liable at the suits
