provisions of this section shall be a misdemeanor and punish-
able by a fine of twenty dollars a day for each day the said'
trolley or railway company shall neglect to comply with the
provisions of this section.
SEC. 274. Any person appointed under the provisions of
this act whose duty it shall be to keep accounts or make reports,
who shall fail to do so, or who shall wilfully make false reports
or accounts, shall be liable to indictment by the Grand Jury of
Dorchester County; and upon conviction in the Circuit Court
thereof, shall be fined, in the discretion of the Court, not less
than $200, or be imprisoned in the county jail or House of
Correction for not less than ninety days, or both fine and
imprisonment, in the discretion of the Court, and shall make
good the loss arising from such neglect of duty or frand.
SEC. 275. It shall be the duty of the County Commissioners
of Dorchester County whenever the office of County Road Engi-
neer shall become vacant by death, resignation or removal from
office, within sixty days from the date of such vacancy to
appoint some person to fill the same, and in the same manner
and with the same qualifications as prescribed by section 268 of
this act.
SEC. 276. The County Road Engineer appointed under the
provisions of this act shall give bond to said County Commis-
sioners, properly conditioned for the faithful performance of
Ms duties, in the penalty of one thousand dollars.
SEC. 277. Whenever any person shall desire the improve-
ment of any public road or portion thereof in said county to an
extent beyond that decided upon by the County Commissioners
and the County Road Engineer, they may make application to
the said County Commissioners by petition definitely stating
the location of the road or portion thereof, the character of
the improvements desired and its probable cost; and the County
Commissioners shall thereupon order the County Road Engi-
neer to examine the location and purposes set forth in" the
petition, and if he shall be of the opinion that the public
interests will be promoted by compliance with said petition,
he shall so report to the County Commissioners, with an esti-
mate of the money required and his reasons for such determina-
tion, if the County Commissioners shall approve the report of
the County Road Engineer, they shall direct the expenditure
to be made out of the road levy or other moneys belonging to
the county, and set aside for roads and bridges; provided,
that the petitioners for such improvements shall first pay into
the treasury of the county an amount equal to one-half of
