are imposed, and shall be collected by the Collector of Water
Rents and Licenses of Baltimore City, in the same manner as
water rents are now collected, and by the same remedies, and
all the duties and obligations now imposed or that may be
imposed upon the said Collector of Water Rents and Licenses,
by existing laws or ordinances, or any amendment or amend-
ments thereto, in reference to collecting and accounting for
water rents, are hereby imposed upon him in reference to col-
lecting and accounting for sewer rents imposed by this act.

SEC. 3. Be it further enacted, That the height or number
of stories and width of buildings (as those terms are herein-
before used) shall be construed to mean the height, or number
of stories, and width at the front of such buildings; and that
the front (as herein used), in case the building or lot abuts
upon, or might be said to front upon, two streets, shall be
construed to mean the narrow front of such building or lot;
and that an urinal shall be considered a flush closet fixture
within the meaning of this act, as well as a seat fixture.

SEC. 4. And be it further enacted, That this act shall take
effect from the date of its approval by a majority of the votes
of the legal voters of the City of Baltimore cast thereon at
the time and place hereinafter designated and shall not go into
effect unless so approved.

Szc. 5. Be it further enacted, That this act shall be sub-
mitted to the legal voters of the City of Baltimore for their
approval or disapproval at the election to be held in the City
of Baltimore on Tuesday, the fifth day of November, in the
year one thousand nine hundred and twelve; and spaces shall
be provided upon the ballot used at said election for the voters
to mark their approval or disapproval of this act, in two lines
as follows, which lines shall be placed immediately under the
title of this act which is to be printed on said bill:

FOR THE SEWER RENT ACT
AGAINST THE SEWER RENT ACT

If a majority of the voters who vote upon said act shall vote
for the same, then it shall at once go into effect; but if a
majority of said voters vote against the same it shall not go
into effect.

SEC. 6. And be it further enacted, That a copy of this act
and notice of the time of holding said election and of the sub-
mission of this act to the voters at said election shall be pub-
