PHILLIPS LEE GOLDSBOROUGH, ESQ., GOVERNOR. 637

SEC. 299. The president and commissioners may from time
to time and under such conditions as they may by their ordi-
nances direct appoint such officer or officers as may be deemed
necessary to carry into effect their ordinances, and as soon as
practicable after their election and qualification, shall annually
appoint a town bailiff, who shall continue in office until his suc-
cessor is appointed and qualified, but he shall be subject to
removal by the said commissioners for neglect of duty, dis-
obedience of their orders or malfeasance in office, and shall
within said town have all authority of a constable in making
arrests and serving warrants; he shall preserve order in said
town, superintend all work being done for or by said corpora-
tion within its limits, obey and perform the orders and ordi-
nances of the said commissioners, and have charge of and care
for all town property; light or cause to be lighted and care for
and take charge of the street lamps, and in case the said streets
are lighted by electricity or otherwise under contract he shall
take note of and from time to time report to the said commis-
sioners the condition of said lights and the number of such lights
as are kept lighted; he shall also recover all fines and penalties
imposed under said ordinances, and account to and pay over
the same unto the town treasurer, and perform such other duties
as the said commissioners may provide.

The said bailiff shall also be ex officio collector of town taxes,
and shall within the limits of said town have all the authority
of a constable, and shall receive such compensation for his serv-
ices as bailiff and ex officio collector of town taxes as may be
fixed by the said president and commissioners, not exceeding
the sum of fifty dollars per month, for all of said services.

SEC. 301. The said bailiff shall have the same power and
authority to enforce the collecting and payment of town taxes
as are conferred upon the County Treasurer of Cecil County
for the collecting of State and county taxes by sections 120 and
121 of Article 8 of the Code of Public Local Laws of Mary-
land, title "Cecil County."

SEC. 304. The County Commissioners shall be relieved from
the care of the roads, streets and alleys within the corporate
limits of the Town of Rising Sun, and the care of the same
shall be transferred to the president and commissioners of said
town, and in consideration of said transfer all the roads, streets
and alleys within the limits of said village shall be kept in good
condition and repair by the said president and commissioners,
and the said County Commissioners of Cecil County shall annu-
ally levy for and pay over to the President and Commissioners
of said town a sum of not less than four hundred dollars
