able by the holders thereof, the company shall not be entitled
to levy any further assessments, even although such rights
may have been expressly reserved in the policy, and before such
corporation shall be entitled to do business as a stock company
as aforesaid, the insurance commissioner shall, upon request,
value the assets of the said company, and its outstanding poli-
cies, and shall give his certificate that the admitted assets of
said company, including its capital stock, are sufficient to pro-
vide reserve upon all outstanding policies as required by the
laws of this State in relation to insurance companies.
SEC. 2. And be it further enacted, That this act shall take
effect from the date of its passage.

CHAPTER 411.
AN ACT to appropriate a sum of money for the painting and
framing of the portrait of Oden Bowie to be placed in the
State House at Annapolis, in the State of Maryland.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the sum of three hundred and fifty dollars ($350)
be and the same is hereby appropriated to provide for the
payment for a portrait of Oden Bowie, Governor of Mary-
land from 1868 to 1872, the portrait to be painted and prop-
erly framed under the supervision of the Board of Public
Works of the State of Maryland and placed in the Maryland
State House.
SEC. 2. And be it enacted, That upon the completion of
the work of painting and framing such a portrait by the per-
son selected by the Board of Public Works and to the satis-
faction of that body, the said Board of Public Works shall
issue its certificate to the Comptroller that the said work
has been completed by the person so selected, whereupon the
Comptroller shall issue his warrant upon the Treasurer in
favor of the person so named for the said sum of three hun-
dred and fifty dollars ($350).
SEC. 3. And be it enacted, That this act shall take effect
from the date of its passage.
