SEC. 17. Be it further enacted, That $200,000 of said pro-
ceeds from its sale of said certificates shall be appropriated by
the State Roads Commission for the completion of State Road
No. 1, between Baltimore City and the District of Columbia,
under the terms of the Acts of Assembly heretofore passed in
connection with said road, especially including the resurfacing,
grading and mecademizing of the streets of the incorporated
towns through which the said State Road No. 1 is to be con-
structed.
SEC. 18. Be it further enacted, That this act shall take
effect from the date of its passage.

CHAPTER 371.
AN ACT to repeal and re-enact with amendments section 32E
of Article 91 of the Code of Public General Laws of Mary-
land, title "Surveyor and State Survey" sub-title "Public
Roads," and to add thereto one new section to be known as
section 32E-A, and providing penalties for violation thereof.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That section 32E of Article 91 of'the Code of Public Gen-
eral Laws of Maryland, title "Surveyor and State Survey,"
sub-title "Public Roads," be and the same is hereby repealed
and re-enacted with amendments so as to read as follows:
SEC. 32E. That said commission shall keep all State high-
ways reasonably clear of brush and maintain same in good
condition; shall cause suitable shade trecs to be planted thereon,
if practicable, and may establish and maintain watering troughs
upon such highways. Said commission may give suitable names
to the State highways and change the name of any highway
which becomes a part of the State highway. They shall erect
suitable guideposts at convenient points along State highways.
SEC. 32E-A. That no opening shall be made in any such
highway, nor shall any structure be placed thereon, nor shall
any structure which has been placed thereon be changed or
renewed except in accordance with a permit from the commis-
sion, which shall exercise complete control over such highways,
except as herein otherwise provided. No State highway shall
be dug up for laying or placing pipes, sewers, poles, or wires
or railways, or for other purposes, and no trees shall be planted
or removed or obstructions placed thereon without the written
