salary not less than four hundred ($400) dollars per annum;
aid all such teachers holding a first-class teacher's certificate
and having taught in any of the public schools of the State
of Maryland for a period of five years shall receive as salary
not less than four hundred and fifty ($450) dollars per annum;
and all such teachers holding a first-class teachers' certificate
and having taught in any of the public schools of the State of
Maryland for a period of eight years shall receive as salary
not less than five hundred ($500) dollars per annum; and
all teachers employed in the public schools of Wicomico county
holding a second-class certificate and having taught in any of
the public schools of the State of Maryland for a period of
five years, shall receive as salary not less than four hundred
($400) dollars per annum.
SEC. 2. And be it further enacted, That at their annual
levy term in 1912, and at each annual levy term thereafter,
the County Commissioners of Wicomico County shall levy an
amount which the Board of County School Commissioners of
Wicomico County shall estimate and fix as sufficient to pay the
salaries of said teachers; and it is hereby made the duty of the
Board of County School Commissioners of said Wicomico
County to ascertain and furnish to the said County Commis-
sioners before the beginning of said levy the necessary amount
to enable them to ascertain the required amount to be levied
for such purpose, which said amount so levied shall be promptly
paid over to said Board of County School Commissioners by
the county treasurer, so as to be available for said salaries
when the same are due.
SEC. 3. And be it further enacted, That this act shall take
effect from the date of its passage.

CHAPTER 365.
AN ACT to add a new section to Article 1 of the Code of Public
General Laws, "Edition of 1904," entitled "Rules of Inter-
pretation," to follow section 2 and to be known as section 2A
relating to the construction and effect of the repeal of any
statute, including the repeal of any part of the Code of
Public General Laws or the Code of Public Local Laws.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and the same is hereby added to
