County Commissioners of Baltimore County inconsistent with
the provisions of this act shall be and the same are hereby
repealed to the extent of such inconsistency.
SEC. 3. And be it further enacted. That this act shall take
effect from the date of its passage.

CHAPTER 361.
AN ACT to expedite the construction of the system of State
roads provided for in Chapter 141 of the Acts of 1908, as
amended, by authorizing and permitting the Good Roads
Commission to expend as they may be needed all funds here-
tofore raised from the sale of certificates of indebtedness
under the provisions of said act, and to borrow money upon
the proceeds of the certificates of indebtedness authorized to
be issued as of February 1st, 1913.
WHEREAS, It appears that the State Roads Commission has
proceeded with the construction of the system of State roads
authorized by Chapter 141 of the Acts of 1908, as amended,
more expeditiously than was thought practicable at the time
of the passage of such act, and that if it is confined strictly
to all the limitations contained in said act and its amend-
ments, the completion of said system will be unnecessarily
and unreasonably hindered and delayed; now, therefore,
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the State Roads Commission be and it is hereby
authorized and empowered to proceed as expeditiously as possi-
ble with the construction of the system of State roads provided
for in Chapter 141 of the Acts of 1908, as amended, and to
that end that said State Roads Commission may expend from
time to time as the same may be required, the unexpended bal-
ance of the proceeds of series "E" of the certificates of indebted-
ness bearing date February 1st, 1912; and further that after
the expenditure of such unexpended balance, said State Roads
Commission may borrow, from time to time, such sums as it
may require for the purpose aforesaid on the credit of the loan
of five hundred thousand dollars authorized by said act to be
made on February 1st, 1913, being series "F," the sum or sums
so borrowed, together with any interest that may have accrued
