ing and other outlays connected with the issue of the loan
hereby authorized, and to pay the advertising directed by this
act, and all other incidental expenses connected with the execu-
tion of its provisions in connection with said loan, out of the
general road and bridge fund of Baltimore county.
Proviso as to Constitutionality of Act.
SEC. 8. And be it further enacted, That if any part of this
act shall be declared unconstitutional or ineffective by the final
decision of any Court of competent jurisdiction, such decision
shall be taken to apply to such part only and shall not invali-
date the entire act.

Repeal.

SEC. 9. And be it further enacted, That Chapter 744 of'
the Acts of the General Assembly of Maryland, passed at the
Session of 1910, entitled "An Act to provide for submitting
to the qualified voters of Baltimore county at the election to
be held on the first Tuesday after the first Monday in Novem-
ber, 1911, for their approval or rejection, the question of
raising by a bond issue the sum of one million five hundred
thousand dollars ($1,500,000) for the purpose of selecting,
erecting, and constructing roads and bridges in Baltimore
county, for the improvement of existing roads, for the creating
of a commission to be known as the Good Roads Commission
of Baltimore County, to manage and control the selection,
erection and construction of said roads and bridges that said
commission shall deem advisable, to acquire by condemnation
or purchase land suitable for said roads, to manage the expen-
diture of the funds when and as raised by the sale of said
bonds, and to adopt and carry out such rules and regulations
in connection therewith as may be necessary, the whole to
provide for the expenditure out of said sum of one million five
hundred thousand dollars ($1,500,000) for the purposes afore-
said of one hundred thousand dollars ($100,000) in each of
the fifteen election districts of Baltimore county, this act to
be known and designated as sections 368B, 368D, 368D, 368E,
368F, 368G, 368H, 368I, 368J, 368K, 868L, and 368M of Arti-
cle III of the Code of Public Local Laws of Maryland, title
"Baltimore County," sub-title "Roads," be and the same is
hereby repealed, and that all other acts or parts of acts, laws
or parts of laws, and regulations of the Highways Commission
of Baltimore County, inconsistent with the provisions of this
act, be and the same are hereby repealed to the extent of such
inconsistency, provided, however, that in all cases where pro-
ceedings have been begun for the opening, construction, relo-
cation or improvement of roads, highways or bridges under
