him, or at its pleasure, as the case may be, a man having the
degree of civil engineer and who shall have had not less than
two years' practical experience in road and bridge building,
and who shall receive such compensation as said commission
may determine, in no event less than one thousand dollars per
annum, nor more than three thousand and five hundred dollars
per annum. Said chief engineer shall perform all and singu-
lar the duties hereinafter prescribed, together with such other
duties as may be required of him by the Good Roads Com-
mission in carrying out its duties under this act.

Duties of Good Roads Commission,

SEC. 3. And be it further enacted, That the said Good
Roads Commission of Baltimore County shall expend out of
the funds raised from the sale of the bonds hereinafter pro-
vided for in this act, the sum of one hundred thousand dollars
($100,000) for erecting, constructing and improving roads
and bridges in each election district of Baltimore county. So
soon after the passage of this act as may be practicable, the
chief engineer of the Good Roads Commission shall compile
and complete a map of the thoroughfares and bridges in each
district of the county, which he shall recommend as a tenta-
tive plan, as a proper place and manner of expending the
sum allotted to each district under this act, which plan shall
provide for the construction of approximately twenty miles of
highways and bridges in each election district; and if in the
judgment of said chief engineer, a less mileage should be
built or improved in any district out of the funds provided
therefor, he shall submit his reasons in writing to said com-
mission; it shall be the duty of the said commission upon the
receipt of said tentative .plan from the engineer, together
with his report thereon, to cause a road meeting to be held in
each election district of Baltimore county, and shall cause
two weeks' notice of such meeting to be published in two or
more newspapers published in Baltimore county, setting forth
the time and place of said meetings and giving an opportunity
to the citizens to discuss the tentative plan reported by said
chief engineer; the said commission, after receiving said ten-
tative plans and reports, and after the holding of said district
meetings, shall proceed to select such public highways, bridges
and roads as they shall determine shall be improved, located,
constructed, relocated and built in each election district under
the provisions of this act, and may hold such hearing or hear-
ings upon any matter relating to such selection, as they may
deem necessary for the public interest. Having selected such
roads, highways and bridges as aforesaid, the Good Roads
