The voter who is in favor of this act shall indicate his appro-
val thereof by making a suitable mark after the words "For
the Act" and the voter who is opposed to this act shall indi-
cate his disapproval thereof by making a suitable mark after
the words "Against the Act". The failure of any voter to make
a mark after the words "For the Act" or "Against the Act",
as the case may be, shall not invalidate his ballot if his intention
to vote for or against this act, as the case may be, is otherwise
apparent on the face of the ballot. Only one polling place
shall be provided for said special election and the polls shall
be open at the hour of three o'clock, post meridian, and close
at the hour of nine o'clock, post meridian, on the day of elec-
tion. The said Mayor and Common Council are hereby author-
ized and directed to appoint three judges and two clerks to
conduct said special election, and said judges and clerks shall
take the oath now required by law to be taken by the Mayor
and Councilmen of said town. The said judges are hereby
vested with full power and authority to inquire into and deter-
mine the right of all persons to vote in said special election
whose right to vote shall be challenged and to administer oaths
when necessary and their decision in every case shall be final
and conclusive.

The concurrence of a majority of the judges shall be suffi-
cient to decide every question or controversy that may arise
before them for their decision in the conduct of said election.
The said clerks shall record the name of every person who shall
be permitted to vote in said election. Immediately after the
close of the polls the judges shall proceed to count the ballots
cast in said election and the clerks shall record the number
of ballots cast in favor of this act and the number of ballots
cast against this act, and immediately after completing the
count of said ballots the judges and clerks shall certify and
make return of the result of the election under their hands and
deliver the ballots in the ballot box, which shall be properly
sealed, to the Mayor and Common Council, who shall convene
for the purpose of receiving the same. If any citizen or citizens
shall be dissatisfied with the decision of the judges in counting
said ballots he or they shall have the right to appeal to the said
Mayor and Common Council and have a recount of said ballots,
provided, he or they shall file with said Mayor and Common
Council at said meeting a petition in writing setting forth the
reason or reasons for asking such recount. Upon the filing of
such petition the Mayor and Common Council are directed to
proceed forthwith to recount said ballots publicly and the result
oi said election aa ascertained and declared by them after such
